Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new 28-point plan for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The chain of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are waged: positive announcements are released from various governments. Immense energy is allocated on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from enemy soil, a ability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a incoming threat. This was a modern interception technology at work, presumably provided by Western nations. Every deployment shakes the surroundings, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, protecting urban areas from ruin and further power outages.
Ongoing Risks
Following this, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a defensive team – most likely imported technology. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.
Periodically, this continued until dawn. Kyiv greeted the early updates: several casualties, destruction and utility failures in multiple buildings as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are evidently unprepared to substitute in the short term.
Failed Diplomacy
The 28-point plan from Washington generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new proposal from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually achieve victory. This cycle will, certainly, continue.
Tactical Assessments
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration operates on a assumption well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is impossible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's occupied territories.
The issue is that while accepting these circumstances, American administration does nothing to deter Moscow, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its favour in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but averting a complete military breakdown until conditions improve in its benefit.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Assessment and Future
It took a mere seven days to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require continued Western support.
